FOIA Experts provides confidential public-records request, research, and intelligence services. Because our work may involve sensitive research objectives, investigations, legal matters, business questions, or other nonpublic client interests, confidentiality is an important part of how we operate.
This Privacy Policy explains what information FOIA Experts collects, how we use and disclose it, how we handle public-records research and client materials, and the choices available to you.
Privacy Policy

Information you provide to FOIA Experts about your research, request objectives, matters, and engagement is treated as confidential client information. We do not publish or sell client identities, client request histories, confidential research objectives, private client materials, or client-specific reports and analysis.
Public government records are treated differently from confidential client context. FOIA Experts may retain, organize, and reuse lawfully obtained public records and other public-source evidence in later research or customer engagements where appropriate and lawful. Reusing a public record does not authorize us to disclose which client originally requested it, why that client wanted it, or any confidential client-specific information.
Information We Collect
We may collect information you provide directly to us when you submit a request, purchase a service, request a quote, communicate with us, or otherwise use our services.
Depending on the engagement, this may include:
Your name, email address, telephone number, company or organization, and other contact information.
Information about the government agency, records, subject, individual, company, property, solicitation, contract, investigation, or other matter you want researched.
Research objectives, questions, instructions, deadlines, and confidentiality preferences.
Documents, attachments, identifiers, correspondence, proposals, debrief materials, or other files you provide.
Billing, transaction, invoice, order, and payment-related information.
Information concerning government-fee authorizations.
Communications between you and FOIA Experts.
The history and status of requests or research matters we manage for you.
FOIA Experts’ intake process also maintains information necessary to manage a matter, including the applicable agency and jurisdiction, request objective, exact request text, submission information, tracking numbers, agency communications, productions received, and next actions.
Our website and service providers may also collect ordinary technical information associated with use of a website, such as browser, device, IP address, cookies, and similar usage information.
How We Use Information
We use information collected through FOIA Experts to:
Review and respond to inquiries.
Understand what records or information you are seeking.
Determine the appropriate agency, jurisdiction, and request strategy.
Prepare, submit, track, follow up on, and manage public-records requests.
Communicate with government agencies and other appropriate parties as necessary to perform the service.
Conduct agreed research and analysis.
Prepare and deliver records, reports, intelligence briefs, and other client deliverables.
Process payments, invoices, government-fee approvals, and other account matters.
Communicate with you about the status of your matter.
Maintain records of our work and customer relationship.
Improve our internal processes, agency knowledge, request methods, and service quality.
Protect the security and integrity of our website and operations.
Comply with applicable legal, tax, accounting, regulatory, and contractual obligations.
We use client information for the purpose of providing and administering the services you requested. We do not commercialize your research objective or request history.
Requester Identity and Confidentiality
FOIA Experts uses a fixed requester model for its public-records request service.FOIA Experts submits public-records requests in its own name and uses FOIA Experts business contact information in agency-facing requests and routine request correspondence. We do not identify the underlying client to the records agency as part of the public-records request process.
This confidentiality standard concerns what FOIA Experts provides to the records agency. It does not mean that the subject matter of a request is secret or untraceable, and FOIA Experts cannot guarantee that a third party could never independently infer a person’s or organization’s interest in a public matter.
Nothing in this section limits disclosures that may be legally required outside the ordinary agency request process.
Information Shared With Government Agencies
Performing a public-records engagement requires FOIA Experts to communicate information to government agencies.
We seek to provide agencies only the information reasonably necessary to identify the requested records, administer the request, and comply with applicable requirements. As such our client’s identities are never disclosed to the Agencies.
Because the agency receives FOIA Experts’ requester information rather than the client’s identity, our privacy promise should be understood as a confidentiality practice in the request process rather than a guarantee that the request topic itself cannot be connected to a client through information outside FOIA Experts’ control.
Service Providers
FOIA Experts may use third-party service providers to operate the business and provide services, including website hosting, forms, payment processing, communications, file storage, business administration, and similar functions.
We may provide service providers with information reasonably necessary for them to perform services on our behalf. Their handling of information may also be governed by their own privacy policies and contractual terms.
We do not disclose client information to third parties for the purpose of allowing those parties to build or sell competing databases of client research.
Client Records and Research Materials
Records obtained through a client engagement are handled as part of that client’s matter.
FOIA Experts may retain agency correspondence, submitted request language, productions, supporting evidence, client-provided materials, and related matter records as necessary to manage and document an engagement. These categories are handled differently depending on whether they are public-source records or confidential client material.
Lawfully obtained public records and publicly available source materials may be retained, organized, indexed, and reused in other research or customer engagements where appropriate and lawful. If another customer independently asks for the same public record, FOIA Experts may provide or use the copy already in its public-source records collection rather than submitting a duplicate request solely to obtain an identical record.
We may separately retain non-client-specific knowledge developed through our work, including information concerning agency procedures, public portals, routing, processing practices, procurement metadata, record availability, timing, fees, exemptions, and successful request methods.
Client-Specific Research and Work Product
Client-specific reports, intelligence briefs, analyses, research questions, instructions, private client-provided materials, and communications are treated as confidential client information. FOIA Experts does not simply resell one customer’s client-specific report or analysis to another customer.
If multiple customers independently request research concerning the same public matter, procurement, or records, FOIA Experts may use the same public-source evidence, factual extraction, research methods, and independently supportable findings. Each client-specific research engagement is separately scoped and prepared for that customer’s objectives.
We do not disclose which customer originally caused FOIA Experts to obtain a public record, that customer’s confidential research objective, or that customer’s private communications or materials merely because the same public record is later reused.
FOIA Experts does not sell client identities, confidential research objectives, request histories, private client materials, communications, or client-specific reports and analysis as another customer’s research product. This commitment does not make public government records exclusive to the customer whose engagement first caused FOIA Experts to obtain them.
Changes to This Policy
We may update this Privacy Policy as our services, technology, or legal obligations change.
When we make material changes, we will update the “Last Updated” date shown at the top of this page.
